EducationMADHYA PRADESH M.P. State Competitive Postgraduate Entrance Examination for admission To Medical Courses (MD/MS) and Dental Course (MDs), Rule 1993. 3.1 General 3.1.1 Vide No./877/4054/17/M-2 dated 4.10.19993 Public health and Family Welfare Department, Government of Madhya Pradesh made the following rules for entrance examination to the posotgraduate Medical (MD & MS) and postgraduate Dental (MDS) courses, in other words : In short these rules will be known as "Madhya Pradesh Public Health Medical (MD/MS) and Dental (MDS) Postgraduate entrance examination Rules 1993.". These will be in force from the date these are published in "Madhya Prapdesh Gazette". On publication of these rules the Madhya Pradesh Postgraduate Medical Education rules 1992 and subsequent amendments will become ineffective. 3.1.2 Introduction : In compliance of the directives of Hon'ble. Supreme Court of India, V.P. Mandal Madhya Pradesh, Bhopal would be conducting the competitive entrance examination for 75% of postgraduate seats in the Medical Colleges under the state Government of Madhya Pradesh. This entrance examinatio is being conducted for admission to various postgraduate examination is being conducted for admission to various postgraduates courses (MD/MS) in different Medical Colleges of the state and MDS course in College of Dentistry Indore (APPENDIX-I to III) It will be governed by the rules and regulation specified by the Government fof Madhya Pradesh, Department of Public Health and Family Welfare for the same from time to time. 3.1.3. Definitions : (a) "Government" means Government of Madhya Pradesh ; (b) "Department" means Department of Public Health and Family Welfare; (c) "College" means Medical and Dental College, Government of Madhya Pradesh; (d) "Examination" means M.P. State Competitive entrance examination conducted for admission to MD/MS and MDS course. (e) "Rules" means rules framed by Government of M.P. Department of Public Health and Family Welfare for the conduct of these examinations under the directives of the Supreme Court of India; (f) "Scheduled Tribes" means Scheduled Tribes as specified and laid down by the Government of Madhya Pradesh. (g) "Scheduled Tribes" means Scheduled Tribes as specified and laid down by the Government of Madhya Pradesh. (h) "MCI" means Medical Council Of India. (i) "D.C.I." means Dental council of India. 3.2. Duration : The duration of the course will be for three years from the date of admission. 3.2.2. Nature : These courses will be full time courses and candidates will not be allowed to do private practice. In-service candidates, serving as Assistant Surgeons, or in Public Sector undertaking, Military personnel and those serving in any other organisation/institution must produce study leave sanction certificate for the period as mentioned in point 3.2.1. at time of admission. 3.2.3. Reservations : Fifteeen percent of these seats are reserved for candidaes belonging to the Scheduled Casts and 7-1/2 per cent seats are reserved for candidates belonging to Scheduled Tribes. A total number of 35 seats are reserved for Assistant Surgeons woking in the Government of Madhya Pradesh establishment (having completed five years of service after their selection by M.P.S.C/or regularisation). Note : A candidate claiming to either the Scheduled Caste (SC) or the Scheduled Tribe (ST) category shall have to produce an affidavit in the prescribed from (Appendix-IV) sworn by him/her and a certificate in the prescribed form issued by the Collector of the concerned District or an Officer duly authorised by him for the purpose. Such Certificates shall be issued by the Collector or authorised officer in the prescribed proforma given (Appendix V) after the due enquiry and after satisfying himself that the candidate belongs to the Scheduled Caste or the Scheduled Tribe specified in relation to this State. If such an affidavit is found to be false or incorrect in any respect, the candidate concerned shall in addition to any action that may be taken against him/her shall be removed from the college forthwith. 3.2.4. Sponsorship : In service candidates must produce sponsorship certificates from their employers with the application form (Appendix VI) 3.2.5 Seats Available : Actual number of seats collegewise and subjectiwise for each of degree courses is given in Appendix III A, B and C. The list has been prepared by Directorate of Medical Education on the basis of recommendations of Medical Council of India 1989 as per staff and bed strength available in medical colleges on 31st December. This list cold be subject to any change that might be intimated by any of the medical college after the publication of bulletin ofo information. Examination will be conducted at Indore, bhopal, Gwalior, Jabalpur, Raipur, Rewa and Bilaspur. The Candidate shall fill in the application form, the name of the examination centre from where she/he would be appearing for examination. Under no circumstances would the centre, once allotted, be changed. 3.2.6. Eligibility Criteria : (i) He/she must be an Indian National. (ii) He/she must have passed MBBS (all examinations of MBBS course) from Medical Coleges of Madhya Pradesh recognised by Medical of India and must have computed compulsory rotating internship in a hospital recognised by Medical Council of India on or before 30th April of the year of examinationand must have full registration will the State Medical Council of Madhya Pradesh. (iii) Those MBBS graduates who are serving under M.P. State Government and have passed MBBS examination from a Medical College recognised by Medical Council of India shall also be eligible to appear in the examination provided a sponsorship certificate as given in the application form is produced. Note : Spouse of an employee working under Government of M.P. for atleast 5 years immediately preceeding the last date of submission of the application form will also be eligible provided he/she has passed MBBS from any MCI recognised medical college and has completed one year compulsory rotating internship from MCI recognised hospitals on or before 30th April of the year of examinatio and is registered with State Medical Council of Madhya Pradash. (iv) Postgraduate students registered in any subject who have not completed the postgraduation are not eligible to take the P.P.G. Examination. (v) Candidates who fulfill the requirements mentioned in the para at point (i), (ii) and possesses postgraudate diploma in any subject can appear in PPG examinatio only after 5 years of completing the diploma and those who possesses postgraduate degree in any subject can appear in PPG examination for doing postgraduation in other subjects after 5 years of obtaining the postgraduate degree. (vi) Demonstration who are working in pre and para clinical departments of medical colleges not registered for postgraduation are required to submit the form of PPG examination under intimation to the employer and if selected for postgraduate course in the same subject will be entitled for sponsorship by the Government for doing postgraduation. If such Demonstrators are selected for any other subject they will be required to resign from thepost of Demonstrators. (vii) Demonstrators who are working in the pre and para clinical departments of Medical Colleges of Madhya Pradesh and are already registered for postgraduation in that particular subject and have not completed the postgraduation are not entitled to take the PPG examination. Note :- All candidates are reuired to enclose affidavit in respect to points iv, v, vi and vii mentioned above on prescribed form (Appendix Vii & viii) 3.2.7 Examination : (i) There shall be two papers of two hours duration each containing 150 multiple choice quesitons. Paper I will consist of pre-clinical and paraclinical subjects subjects and paper II will consist of clinical subjects, Paper I will clinical subjects and paper II will consist of clinical subjects, Paper I will be from 10.00 A.M. to 12.00 P.M. to 4.00 P.M. (ii) All questions will be of objective type. Questions with correct response shall be awarded three marks. Negative marking will be done for incorrect answers. One mark wil be deducted for incorrect response indicated against a question. More than one responses indicated against a question will be deemed as incorrect response and will be negatively marked. Zero marks will be given for a question not answered Response indicated against a question can be changed only once and if it is changed more than once, the question will be awareded zero marks. (iii) The competitive examination shall be of the standard of MBBS examination and shall cover all the subjects of the MBBS course. (iv) The approximate number of questions of each subjects are as shown below in the two papers. PAPER-1 No of questions Anatomy 25 Physiology 25 Biochemistry 10 Pharmacology 20 Pathology and Microbiology 35 Forensic medicine 10 Social & Preventive Medicine 25 ------ 150 ------ PAPER - II Medicine 30 Surgery 25 Obst. & Gynecology 20 Ophthalmology 10 Orthopaedics 10 ENT 10 Dermatology & Venereology 10 Psychiatry 08 Radiodiagnosis 07 Radiotherapy 10 Paediatrics 10 ------- 150 (v) The examination shall be conducted in English Medium only. 3.2.8. Declaration of Results : The V.P. Mandal will conduct the examinations, evaluate th eanswer script, prepare the merit list/waiting, and declare the result. It will forward the merit/waiting list of the Directorate of Medical Education, who will in turn allocate the candidates to the respective Medical Colleges on the basis of merit cum preference, cum eligibility and availability of seat as per choice of the candidats during counselling. 3.2.9 Merit List : (i0 List of candidates to the extent of the total seats available in each category shall be prepared by V.P. mandal in order of merit. A list ahsll also be prepared in order of merit for candidates on the waiting list to the extent of 50% of total seats. (ii) In case of two or more candidates obtaining equal marks in the competitive entrance examination the inter-se-merit of such candidates shall be determined on the basis of percentage of marks obtained in 2nd paper of the entrance examination. If the marks obtained in this paper are equal, the person elder in age will be given seniority. 3.2.10. Counselling : (i) Candidates will be called in batches of 100 candidates per day for counselling at their won cost by the Director of Medical Education. (ii) Candidates will appear before a committee consisting of DME, DMS, Deans of two medical colleges of M.P., Principal of Dental College, Indore and Controller of V.P. Mandal or his representative. If a candidate is unable to appear before this committee for counselling he/she can nominate his/her representative in writing. The decision taken by the representative will be binding on the candidate. Candidate will be informed of the available subjects and institutions in which the courses are available from among the subjects and the institutions available at the time of her/his counselling. She/he would be entitled to select only one subject and one institution and she/he would he admitted to the said subject in the said institution. (iii) A candidates so admitted to a particular subject and assigned to a partcular institution will not be entitled to seek any change of subject or institution. No request for change of subject or institution would be entertained. (iv) If any falls vacant in any subject in any institution the same would be filled up from the waiting list strictly in the order of merit by couselling in the same manner as mentioned ablve. The dats of counselling for the candidates in the waiting list would be communicated to them by registered post and also displayed on the notice board of the DME office. While filling up such vacant seats, candidates already admitted to any subject in any institutio will not be considered and only candidates in the waiting list will be consided. (v) A candidate who does not wish to be admitted to any of the subjects available at the time of her/his counselling may so indicate in writing. Such candidate would forefit her/his right to admission to any subjects available at the time of her/his counselling and will not be admitted to any subject and her/his name will be placed in waiting list in order of merit. She/her will be considered for admission if any seat falls vacant in any subject and institution. Candidates whose names have been placed on the waiting list or will be placed in waiting list as stated above, shall be free to choose any of the subjects or institutions whic may become available in order of merit. (vi) If for any reason the candidate or her/his nominee is not present for counselling on the date and time prescribed, then the candidate will forefeit all claims as regard admission and/or subsequent counselling. 3.2.11 Admission :- (i) The course will filled commence on 2nd May every year. If due to any reason any vacant seat is to be filled, the same would be done within two months i.e. by 2nd July. All admission with come to an end there after/except for the seats reverted fromAll India Quota. Seats reverted form All India Quota to State will be filled up from the waiting list by couselling method as stated above. (ii) Candidates who have been admitted must join their clases on the date to be notified after admission. (iii) The selection for this admission will get automatically cancelled if the selected candidates do not report to join the class on the stipulated date. (iv) In the matter of allocation/admission of candidates to respective Medical Colleges, the decision of the Director Medical Education shall be final. (v) Subject and college once alloted and joined by candidate shall not be changed. 3.3 M.D.S. Course : 3.3.1. The General Principles as enunciated for posotgraduate medical courses (MD/MS) shall mutatis mutandis apply for the competitive entrance examination for admission to postgraduate Dental Courses i.e. M.D.S. 3.3.2. Duration :- The druation of the course will be for three years from the date of admission. 3.3.3. Eligibility : (a) He/she must be an Indian National (b) A candidate must have passed BDS course from any DCI recognised college of dentistry of Madhya Pradesh and must have completed one year compulsory rotating internship or house job on or before 30th April of the yera of the examination and be registered with DCI. OR He/she is a serving M.P. State Assistant Surgeon (Dental) or Lectrer in Dentistry in Dental or Medical College of the state for five years. OR He/she his a Spouse of an employee of the Govt. of M.P. posted in M.P. for atleast 5 years preceding the last date of application provided he/she has passed BDS from any Dental College recognised by DCI and have completed required internship or house job on or before 30 April of the year of examination. (c) Postgraduate students registered in any subject who have not completed the postgraduation are not eligible to take the P.P.G. examination. (d) Candidates who fulfil the requirements mentioned in this para at para (a), (b), (c) and possess postgraduate degree in any subject can appear in P.P.G. examination for doing postgraduation in other subject only after 5 years of obtaining postgraduate degree. Candidates are required to enclose affidavit in regard to point Noo. (a) to (d) on prescribed form given in PPG rule book published by VP Mandal. 3.3.4. Seats Available : At present of MDS course only two seats are available as under. Prosthodontics - One Orthodontics - One 3.3.5. Examination : The examinations will be conducted on same pattern as per MD/MS courses as detailed above. (i) There shall be two papers of one and half hours each containing 100 multiple choice question paper I will be from 10.00 A.M. to 11.30 A.M. and paper II from 2.00 P.M. to 3.30 P.M. Paper I will coonsist of preclinical and para clinical subjects taught for BDS course and paper II wiwll consist of all clinical and Dental subjects. (ii) All questions will be of objective type. Questions with correct response shall be awarded three marks. Negative marking will be done for incorrect answers. One mark will be deducted for incorrect response indicated against a question More than one responses indicated against a question will be deemed as incorrect response and will be negatively marked. (iv) Approx, no of question will be as follws :- Paper-I General Human Anatomy, Embryology & Histology, General Human physiology & Bio-Chemistry, Dental Materials General pathology & Microbiology 30 Oral Anatomy Embryology & Histology, Generla & Dental Pharmacology & Therapeutics. General Medicine, General Surgery; Oral Pathology 40 & Mecrobiology Preventive & Commuinty Dentisiry Paper-II Prosthodontics and Crown & Bridge, Conservative 100 Dentistry & Endodonitics, Pedondontics, Orthdontics, periodonitics, Oral Surgery, oral Medicine, Oral Diagnosis & Rediology 3.3.6. Declaration of Result : Declaration or results : The V.P. Mandal will conduct the examination evaluate the transcript, prepare the merit list, declare the results and forward the merit list to the Director of Medical Education who inturn will allocates subject for postgraduation by counselling as for MD/MS. 3.3.7. Merit List : A merit and waiting list shall also be prepared. Inter-se-merit of candidates obtaining equal marks will be determined on the basis of percentage of marks obtained in second paper of the entrance examination. If the makrs obtained in this paper are equal, the person elder in age will be given seniority. 3.3.8. Admission : The course will commence on 2nd May every year.
